John Higgins

Chief Executive Officer

John Higgins

John Higgins joined Resilient Structures as CEO in 2024 following five years as an Independent Director. Higgins spent nine years as President of the Utility Services Group of MasTec where he oversaw a stand-alone $1 billion business with 5,000-plus employees. He also has considerable experience in the energy infrastructure, technology and natural resource industries.

Higgins began his career as a lieutenant and platoon leader in the U.S. Army Corps of Engineers and earned a Bachelor of Science in Chemistry from the United States Military Academy at West Point and a Master of Business Administration, with distinction, from Harvard Business School.

Chris Micklas
Chief Financial Officer

Christopher Micklas

Christopher Micklas joined Resilient Structures in August 2022 as Chief Financial Officer with more than 32 years of finance and operations experience in a variety of industries including the Energy, Oil & Gas, and Manufacturing sectors. Most recently, he served as Chief Financial Officer for Nacero Inc., an environmentally focused renewable oil and gas company.
Prior to Nacero, he served as Chief Financial Officer for the Houston Wire & Cable Company after holding the same role with Par Pacific Holdings. Micklas began his career at General Electric and spent seven years in senior leadership roles at Shell Oil Company. He holds a BS in Finance from Siena College in Loudonville, New York.

Chief Technology Officer

Scott Holmes

Scott Holmes has served as the Chief Technology Office at Resilient Structures since 2021, following two years as the company’s Crossarm Business Director. He brings more than 25 years of experience in composite product development, engineering, and operations management.
Throughout his career, Scott has been passionate about composites, which began as an Alcoa Fellow while at University of Delaware’s Center for Composite Materials. With progressive engineering and program management assignments at The Boeing Company, Scott created transformative manufacturing technologies and synthesized many patented composite solutions. His expertise and entrepreneurial spirit ultimately led him to focus on the industry’s need for a modular utility pole.
Rob Krotee

Rob Krotee

Rob Krotee brings 30 years of experience in strategy, marketing, and sales to his role as Executive Vice President of Sales & Marketing at Resilient Structures, which he joined in June 2024. A proven leader with a strong track record of driving business growth across various energy sectors in public and private companies, Rob excels at enhancing performance through strategic insights, understanding customer needs, and operational excellence.

Early in his career, Rob served as an officer in the United States Army. This experience instilled in him a disciplined approach both strategically and tactically. His leadership philosophy emphasizes integrity and strategic foresight, fostering a disciplined, high performing, results-based culture.

Rob holds a Bachelor of Science Degree from the United States Military Academy at West Point, a MS from Missouri University of Science & Technology, and a MBA from Texas A&M University.

Marina Carter
Senior Director, Human Resources

Marina Carter

Marina Carter joined Resilient Structures in April 2023 as Director of Talent & Total Rewards and was promoted to Senior Director of Human Resources in April 2024, becoming RS’ Head of HR. With over two decades of international HR leadership experience, she has held key roles at BCG, BASF, and Siemens, gaining expertise across the U.S., Europe, and APAC. Marina specializes in strategic HR management, organizational development, and change management; leading enterprise-wide transformations and talent development initiatives while optimizing costs and aligning HR strategies with business operations.

Since joining Resilient Structures, Marina has been instrumental in shaping HR policies that reflect the company’s values and strategic goals. She has advised senior leadership on HR best practices, risk management, and compliance while fostering a culture of inclusion, engagement, and high performance. Her deep understanding of global talent strategy and operational efficiency ensures HR initiatives remain both people-centric and business-aligned.

Brent Wagar
Vice President, Operations

Brent Wagar

Brent Wagar joined Resilient Structures in 2021 and brings a wealth of Operational experience to RS with a comprehensive background in managing operations within dynamic, high-paced technology-driven environments.  As Vice President of Operations, Brent oversees strategic planning, leadership, operational results, and efficiencies for Resilient Structures manufacturing locations in safety, quality focused driven environments.  In parallel, ensuring seamless integration of technology solutions, fostering a culture of continuous improvement through mentorship and teamwork.

His expertise spans across many aspects of business operations, including business development, process and systems optimization, resource management, and customer delivery.

Brent’s career is characterized by his ability to deliver organizational results and performance through data driven decision making, accompanied by an innovative approach with cross-functional collaboration from all aspects of the organization delivering customer requirements with financial growth.  His leadership is instrumental in aligning operational goals with the company’s vision for growth and excellence.
